With more than a decade of experience serving the people of Eagle Mountain, Mayor Tom Westmoreland has helped shape the city’s reputation for being one of the best places to live in Utah.
Since his first mayoral election in 2018, he’s provided steady, principled leadership—ensuring Eagle Mountain maintains its beauty and character. Under Mayor Westmoreland’s guidance, the city has successfully navigated the challenges that come with being one of the fastest-growing cities in the state while protecting what matters most: families.
Mayor Westmoreland brings a professional background in business development, marketing, and management to his role. During his time on the City Council, and now as Eagle Mountain’s tenth mayor, he has championed policies that helped build a strong local economy—even through a global pandemic and record national inflation. He played a key role in bringing major employers like Facebook, Tyson, and Google to Eagle Mountain, and he launched the city’s first Chamber of Commerce, laying the foundation for a business-friendly environment that continues to welcome new retailers and restaurants.

At the same time, he has prioritized open space for wildlife and outdoor recreation, including mountain biking, horseback riding, and hiking—in addition to protecting deer migration routes and historic sites.
Beyond his mayoral duties, Tom enjoys studying the Constitution, staying active in his church, and spending time with his sweetheart, Rebekah. Together they share nine children, seven grandchildren, and a host of animals. They moved to Eagle Mountain in 2008 because they recognized what an incredible place it is to raise a family—and their mission is to keep it that way for generations to come.
